# Chapter 14, the movement downward, toward distress

Due 31 August 2029

**The test.** By 31 December 2028, two consecutive years of falling energized additions (2027 and 2028), cancellations of financed blocks, downgrades below investment grade for a hyperscaler or a neocloud default, and shutdowns ordered rather than negotiated.

open Open. Oracle sits one notch above the investment-grade floor after S&P’s cut of 9 July 2026, so no hyperscaler is yet below it.

**Falls due:** 31 August 2029

**Read on:** The frozen cohort’s (row 12) newly evidenced gigawatts smaller in 2027 than in 2026, and smaller again in 2028. The cancellations row (30) voting distressed asset, cancellations dominating additions. A rating below investment grade from S&P or Moody’s on one of the five hyperscalers whose cash cover row 21 reads, or a missed payment on the bonds or loans of a neocloud, a cloud that rents out accelerators. A regulator’s or a court’s order to stop a datacenter’s operation, read on the order itself.
