Due 31 December 2028

**The test.** A proven prevention above 500 megawatts would move the finding from conversion to prevention at campus scale, which strengthens the claim.

a mixed or partial reading One prevention proven on the standard’s cause, refusal and act, in Oldham County, Kentucky, at a load the local press put at roughly 100 megawatts. On the hostile standard (an announced load, a final refusal, the developer’s act and its admission of cause, each in a primary document) no campus above 500 megawatts yet qualifies; the open gigawatt case is La Osa in Arizona, refused by Pinal County on 26 August 2026, with no termination found.
